The Government of Senegal and the Government of the United States of America, acting through the Millennium Challenge Corporation (MCC), signed on December 10, 2018 a second Grant Agreement (Compact) focused on Energy and involving the granting of an amount of US$ 550 million, subsidized by the Government of the United States of America and a national counterpart of the Government of Senegal in the amount of US$ 50 million, and intended to strengthen the capacities of the sector's actors in the country, attract private sector investment and finance infrastructure investments in the field of electricity transmission as well as the extension of the network for the benefit of poor and unserved companies and households.

The Millennium Challenge Account-Senegal 2 (MCA-Senegal 2) was created to implement the program covered by this second compact, which includes the following three projects.

  • Modernization and reinforcement of the SENELEC transport network ("Transport Project")
  • Improving access to electricity in rural and peri-urban areas ("Access Project")
  • Improvement of the legal framework and capacity building of sector actors ("Reforms Project")

Mission:

ASF Consulting was part of the MOSES ( Management Oversight Social and Enviromental Support) team which is the technical assistant of MCA Senegal II.

Several activities have been carried out:
  • Supervise and coordinate the E&S team, local and international experts (social, gender, environment, waste management, stakeholder engagement, etc.)
  • Management interface and coordination with E&S experts involved in the project.
  • Provide leadership and coordination.
  • Review of all project E&S documentation (ESMS, SEP, ESIA, RAP, tor, monitoring activities, GSIP, etc .
  • Provide environmental and social training.
  • Ensure compliance with international standards and national regulations.
  • Provide leadership in environmental and social analysis.
  • Provide leadership in stakeholder engagement and consultation.
  • Reporting to MCA.
  • Participation in the update of the MCA Senegal II ESMS.
  • Participation in the preparation of the SGES of Senelec.
  • Participation in the Audit mission for the resettlement of Section N°4 of the Transport project:
    • Revision of the RAP of Section N°4
    • Identification of discrepancies and non-conformities
    • Preparation of the corrective action plan
    • Monitoring and evaluation of the implementation of the Action Plan
